You asked me orally the other day what visa procedure would be appropriate in the case of Chinese entering Hong Kong from For osa or Hainan after we have recognised the Communists as the de jure Government of China.

In my letter F 12808/10111/10 of the 5th September to Radford about the control of immigration into Hong Kong I mentioned that to grant a visa on a passport issued by the Chinese Communist authorities would imply a certain degree of recognition of the issuing authorities.

I am advised that similarly it would be

in appropriate for His Majesty's Consul at Tamsui to continue, after we have recognised the Communists, issuing visas for Hong Kong on identification documents issued by the Nationalist authorities. There seems, however, no political reason to prevent Chinese entering Hong Kong from Formosa if the Governor is prepared to accept them, and it Would be appropriate for His Majesty's Consul to X issue visas on affidavits made before him to the

effect that the applicant is a Chinese national, etc.
